Genital Shingles?

I recently had terrible pain in my genitals. I had not idea what was going on since I have never had sex, I didnt know a lot about that area
The doctor immediatly said she was 99percent sure it was genital herpes.She swabbed and did blood test. EVERYTHING came back negitive and I saw a different doctor. This time the doctor said it was shingles?? who gets shingles in their genitals?? is this really possible or do I have some other weird thing
