Isn't it against the Law

Someone I have been involved with just informed me that they were recently dx with herpes and that I must have given it to them. Of course I denied and was completely confused by this, only after I was tested "neg" did she then tell me she had contracted herpes over 16yrs ago. Can a person just go around having sex with anyone they choose and potentially pass this STD with not legal or criminal responsibility. I know herpes in in no way as serious as HIV but isnt there a responsibility or accoutability here?
